Fleet Management Compliance for UK Operators

Practical guidance for transport operators on driver licence checks, Driver CPC tracking, agency driver management, tachograph compliance, and DVSA readiness.

When Fleet Management Evidence Needs Review

Fleet management issues often arise when driver checks return unexpected results, Driver CPC dates are missing, agency driver records are incomplete, tachograph infringements repeat, or evidence is requested during audits to show management action.

Driver Checks, CPC, Tachographs and Management Review

Fleet management compliance covers driver licence checks, Driver CPC records, agency driver onboarding, tachograph downloads and analysis, infringement follow-up, vehicle defect reporting, incident logging, and management review.

Maintaining these records supports DVSA Earned Recognition and shows active management of your fleet. If records are unclear, complete the assessment form with fleet size, driver mix and record status to identify next steps.

Agency drivers should be fully recorded, including licence checks, induction, vehicle familiarisation, tachograph responsibilities, defect reporting and any required follow-up training.

Fleet Management FAQs

The following questions cover common fleet management compliance issues, including driver licence checks, Driver CPC and the basics of DVSA Earned Recognition.
How often should I check my drivers' licences?
DVSA guidance suggests checking driver licences at least every six months for standard drivers and more often, typically every three months, where penalty points, medical conditions or entitlement restrictions are involved. Employers need to confirm that each driver holds the correct entitlement before they operate a vehicle for the business. The most reliable method is the DVLA Share Driving Licence service because it reflects the live DVLA record.
Professional lorry, bus and coach drivers in the UK must complete 35 hours of periodic Driver CPC training in each five-year cycle, using seven-hour modules delivered by an approved provider. The duty applies to employees, agency drivers and self-employed drivers working for the operator. Operators should therefore track training completion and keep records. Drivers who let the cycle lapse cannot continue driving commercially until the missing training is completed and a valid card is back in place.
DVSA Earned Recognition is a voluntary scheme for operators with strong compliance systems who are prepared to share performance data directly with DVSA. That usually includes tachograph analysis, maintenance records and licence-checking information. Operators that maintain the required standards are treated as lower risk within DVSA’s targeting process, which can reduce routine enforcement contact.

What Strong Fleet Management Looks Like

Strong fleet management is evident in scheduled driver checks, monitored CPC dates, analysed tachograph data, addressed infringements, inducted agency drivers, reviewed incidents, and corrective actions for repeated issues. Guidance should be read alongside DVSA and operator licence undertakings; it is not legal advice.

Fleet Management Evidence Areas

These areas are commonly reviewed during fleet audits, DVSA contact and Traffic Commissioner scrutiny.

Driver Licence Checks

Check entitlement, restrictions, endorsements and follow-up frequency for employed and agency drivers.

Driver CPC Records

Track 35-hour periodic training cycles, expiry dates, evidence and role-specific training needs.

Agency Drivers

Keep onboarding, licence check, induction, vehicle familiarisation and defect-reporting evidence.

Tachograph Analysis

Download vehicle units and driver cards, review infringements and record explanations or action.

Incident and Infringement Follow-up

Record manager review, driver discussion, retraining and corrective action for repeated issues.
